चार्ल्स रॉबर्ट श्वाब जूनियर ने मई 1975 में संयुक्त राज्य अमेरिका का पहला छूट दलाली प्रतिष्ठान (डिस्काउंट ब्रोकरेज फर्म) शुरू किया था। उस समय अमेरिकी प्रतिभूति व विनिमय आयोग (सिक्यूरिटी एंड एक्सचेंज कमीशन/एस.ई.सी.) ने निश्चित दलाली (फिक्स्ड ब्रोकरेज) की प्रथा को खारिज कर समझौता आधारित दलाली (नेगोसिएटेड ब्रोकरेज) की अनुमति दे दी थी। तब विश्व के सबसे पूँजी बाजार वॉल स्ट्रीट के दिग्गज विशेषज्ञों ने जबरदस्त हाय-तौबा मचाई थी कि इससे दलाली का धंधा चौपट हो जाएगा। इसलिए अधिकांश दलाली प्रतिष्ठान पुरानी दरों पर ही कारोबार करने की कोशिशों में जुटे रह गए थे। लेकिन श्वाब ने समय की जरूरत को बारीकी से परख लिया था। उसने लगभग आधी दलाली पर उन व्यक्तिगत निवेशकों को आकर्षित करना शुरू किया था; जो ऊँची स्थिर दलाली के चलते अब तक पूँजी बाजार में आने से कतरा रहे थे। सभी यही ताने मार रहे थे कि श्वाब का उत्साह जल्द ही ठंडा पड़ जाएगा और वह अपनी दुकान समेटने के लिए मजबूर हो जाएगा।
