About the author

Vinod Thomas is director-general of independent evaluation at the Asian Development Bank. Previously he was director-general and senior vice-president at Independent Evaluation Group at the World Bank Group, where he had also served as vice president of the World Bank Institute. His books include The Quality of Growth and The Lessons of East Asia. Xubei Luo is a senior economist for the Independent Evaluation Group at the World Bank Group. Her work and research focus on the regional economy, growth, trade and logistics, the labor market, and poverty and inequality issues in the European Union and Southeast Asia.
