Vaccinations aim at the protection of the whole population, a defined risk group or an individual against significant infectious diseases. Complete protection cannot be provided for everybody. A prerequisite for the inclusion of a vaccine in the national immunization programme is that the benefits involved are greater than the potential harms and that the widespread use of the vaccine is cost-effective at the national level.
